Boris Johnson’s senior adviser was spotted with his wife in Houghall Woods near the family’s home in Durham on April 19 – two weeks after he was first spotted there.

Cummings on Saturday refused to resign and said he acted legally and responsibly.

Fellow walkers told the newspaper they were shocked to see the Prime Minister’s senior official so far from the capital in the midst of the COVID-19 lockdown.

A neighbour, who was out for a walk at the time near the local beauty spot, claimed Mr Cummings said as he passed by: “Aren’t the bluebells lovely?”
